Embracing Change:Your Authoritative Guide to the General Product Safety Regulation(GPSR)

2025-7-18 Products News

As global trade rules evolve, the European Union is set to implement its new General Product Safety Regulation (GPSR) on December 13, 2024. This regulation aims to establish a more modern and unified framework to ensure that all consumer products entering the EU market are safe.

As your trusted partner, Heibor Technology understands the significance of this regulatory change. We have not only initiated a comprehensive internal compliance process but also hope this guide will help our valued clients understand the core GPSR requirements, ensuring our business chain transitions smoothly and successfully into this new era.

I. What is GPSR? An Overview of the New Regulations

The GPSR is an upgrade to the EU’s existing General Product Safety Directive (GPSD). It elevates the “Directive” to a “Regulation,” meaning its provisions will have direct and uniform legal effect across all EU member states.

  • Core Objectives: To safeguard consumer safety, strengthen market surveillance, and clarify the responsibilities of all parties in the supply chain.
  • Scope: The general product safety regulation GPSR covers the vast majority of non-food consumer products sold in the EU market, regardless of whether they are sold online or offline.
  • Effective Date: December 13, 2024. After this date, products that do not comply with the GPSR requirements will not be legally marketable in the EU.

II. Core GPSR Guidelines: How We Will Ensure Compliance Together

To meet the demands of the new gpsr regulations, Heibor Technology is actively working on the following four key initiatives. We believe that transparent communication and close collaboration are the cornerstones of our mutual success.

1.A Critical Step: Appointing an EU Responsible Person

One of the most critical requirements for a non-EU GPSR manufacturer is the mandatory appointment of an EU-based contact point. We must designate a legal entity or individual within the EU to act as the liaison for product safety.

  • Responsibilities: This GPSR Responsible Person will serve as the bridge for communication with regulatory authorities in EU countries, handle product safety inquiries, cooperate with market surveillance, and execute corrective actions such as recalls if necessary.
  • Who Can Serve:
    • The EU importer can act as the responsible person after signing an agreement with the manufacturer to define responsibilities.
    • A branch of the manufacturer’s company located in the EU can also be the responsible person.
    • A specialized EU-based professional service provider can be appointed by the manufacturer to act as the responsible person.
  • Our Action:
Heibor Technology has already begun the process of appointing a qualified EU Responsible Person to ensure every product sold in the EU has a clear point of accountability. We will include the contact information of the responsible person on the product or its packaging. If you, as the importer, wish to take on this role, we are more than happy to discuss the details of our collaboration.

2.Comprehensive Upgrade: Meeting GPSR Labeling Requirements

Clear and accurate information is another key focus of the GPSR. We will ensure that every product and its packaging comply with the following labeling requirements, which can serve as a GPSR label example:

  • Manufacturer Information: Clearly marking our company, and our detailed contact information (address and email).
  • EU Responsible Person Information: Clearly listing the name and contact details of our designated EU Responsible Person.
  • Product Identification: Each product will have a clear model, batch, or serial number to ensure full traceability from production to sale.
  • Multilingual Safety Warnings: Providing safety instructions and warnings in the official language(s) of the destination country where the product is sold.
  • CE Marking: For products where CE marking is applicable, we will continue to display a clear CE mark.

3.Internal Guarantee: Preparing a GPSR Safety Attestation and Technical File

Before our products are shipped, we will complete a comprehensive internal risk assessment and create a detailed set of technical documentation.

  • File Contents: This file will include a general description of the product, its essential characteristics, a risk analysis report, a list of safety standards applied, and relevant test reports.
  • Compliance Assurance: This documentation serves as our GPSR safety attestation, proving that our products are designed and manufactured with safety as a top priority. While this file is not required to be submitted proactively, we are prepared to provide it upon request from EU regulatory authorities at any time.

4.Keeping Pace: Adapting to New Rules for Online Sales Channels

The GPSR places special emphasis on the regulation of e-commerce. If you sell our products through an online platform, the regulation requires that the same information found on the physical label must be clearly and prominently displayed on the product listing page.

  • Online Information Transparency: We will ensure that all necessary information (manufacturer, EU Responsible Person, product identification, and safety warnings) is provided so you can easily update your online listings to meet these compliance requirements.
